On-Device Pro and an On Cloud plan are separate purchases because they're separate costs, and buying one doesn't include the other. Either one keeps an encrypted copy of your ledger in your own iCloud Drive, restorable on any iPhone signed in to that account. Everything already on your phone stays yours whether you upgrade or not. Subscriptions renew automatically unless cancelled at least 24 hours before the period ends, and are managed in your App Store account settings.
